Position Description

Job Title: Manager, Employee Benefits                                                FLSA:  Exempt

Reporting Functions: Reports to Director of Human Resources, Coordinates benefits and pension support by other staff members.

Job Function:  In concert with the strategic direction of the diocese, manages all functions pertaining to health care, pension, the 401(k) Plan, wellness and all other clergy and lay employee benefits, monthly Lay and Clergy Pensions. Coordinates all the compliance and reporting requirements of the Affordable Care Act (ACA). Serves as a liaison between the Human Resources Office and the parishes, schools, agencies, and institutions within the Diocese in matters relating to clergy and lay employee benefits.

Duties and Responsibilities:

Health Care Benefits (medical, prescription drug, dental, wellness and other)

  • Responsible for annual rate renewal process, stop loss contract negotiations, and all other benefit negotiations on all lay employee and clergy benefit contracts.
  • Responsible for the annual open enrollment process across the Diocese.
  • Ensure compliance with federal and state laws (Including the Affordable Care Act (ACA), Medicare Part D, etc.)
  • Prepare 1095’s for distribution to employees by federal and state deadlines.
  • Respond to all employee inquiries and concerns regarding health care benefits.
  • Meet regularly with health care representatives regarding benefits for the lay employees and clergy.
  • Work with brokers to provide on-going analysis of plan utilization, trends, including the potential impact of the ACA.
  • Submit recommendations on health care benefit and plan design changes that maintain adequate cost controls while delivering clinically appropriate care to our employees and Clergy while remaining compliant with the ACA.

Manage the administration of all health care plans.

  • Stay current with the latest health care issues and trends.
  • Responsible for chosen wellness benefits if available.
  • Act as a resource to the Secretary for Clergy and Director of Priest Services for all clergy medical benefit issues.

Clergy and Lay Employees’ Pension Plan

  • Responsible for the minutes of all Board of Trustees meetings.
  • Provide support to Parish and support Services in payments, reports and any additional information required to ensure that all locations are up to date on pension payments.
  • Manage the operation and administration of the Plan, including:
    • Preparation and calculation of final retirement applications using the pension estimate worksheet provided by the Payroll Administrator.
    • Prepare final pension calculations for employees considering early retirement using the pension estimate worksheet provided by the Payroll Administrator.
    • Calculates buy-back of service time and previous contributions for re-hires who were term-not-vested.
    • Notify participants of benefit changes.
    • Life Insurance conversion process for terminated pension plan participants in coordination with Assistant Director of Human Resources.
    • Calculation to determine retroactive contributions for delinquent pension enrollees.
    • Process of calculating the refund of contributions for terminated non-vested employees.
    • Maintenance of the spreadsheets of all pension participants (retired, term vested, rehired, term not vested, leave of absence, and eligibility).
    • Mailing of the pension statements to participants.
    • Processing of the annual increases for all retirees who continue to work full time.
    • Respond to all pension-related inquiries from active employees, term non-vested employees, term vested employees and retirees.

Oversight of the employee participant audit done by actuaries for the annual valuation.

Oversight of the process to inform actuaries of changes to participant’s personal information, beneficiaries, etc.

Oversight of the clergy participant audit done by actuaries for the annual valuation.

Other Employee Benefits

  • Prepare monthly billing statement for all clergy & lay benefits, stop loss insurance and other miscellaneous invoices.
  • Make recommendations for changes to other employee benefits based on the objectives and financial capabilities of the Diocese along with employee need.
  • Responsible for the administration, design, and additional implementation of the 401(k) Plan. 
  • Responsible for the administration, design and implementation of all voluntary benefits offered to the employees of the Diocese of Allentown

Educational/Experience Requirements:

  1. Bachelor’s degree in business, human resources, or related field.
  2. Minimum three (3) years of experience in the administration of health care and other employee benefit programs. 
  3. Knowledge of the methodology involved in financial analysis.
  4. Supervisory experience.
  5. Familiarity and reporting of the Affordable Care Act.

Other Requirements:

  • Working knowledge of Microsoft Windows – Excel, Word, and business e-mail application and HRIS at a minimum.
  • Ability to maintain confidentiality and to work with sensitive employee information.
  • Good analytical, problem solving, and communication skills.
  • Ability to identify and implement process changes resulting in increased productivity and/or quality.
  • Ability to supervise, monitor effectiveness, and direct the efforts of subordinates.
  • Respond to all telephone and written inquiries in a timely manner.

Physical Demands: The employee is regularly required to stand, walk, sit, talk, and hear both in person and by telephone; frequent use of equipment that includes repetitive motions and computer eye fatigue. Occasionally required to reach and lift with hands and arms; stoop, kneel, crouch, or crawl, lift and/or move up to 10 pounds. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities.

Working Conditions:  Normal office environment. May be required to attend meetings at other locations occasionally. Normal workdays are Monday through Friday (35 hours per week). May be required to work overtime, weekends, and/or holidays occasionally.
